Exbourne Council meeting - March 29
Village
Council Notes Extracts from the Draft Minutes of the January meeting of Exbourne with Jacobstowe Parish Council. Six Councillors were present together with Borough Councillor Lois Samuel and two members of the public. Borough Cllr Samuel discussed the WDBC website and reported that hopefully improvements would be in place shortly. A Neighbourhood Plan update was presented. It was explained that the group had been working with the Affordable Housing Officer at WDBC to clarify a few matters in the initial draft of the Housing Needs Survey report. The report would be made public on the Neighbourhood Plan website (np.exbournewithjacobstowe.org.uk). Cllr Hedley explained it was becoming clear that forming a Community Land Trust might be the most effective way of delivering the community?s affordable housing requirements without a large development. Cllr Williams had received quotes for extra lengthmans work in all areas previously discussed. It was agreed to permit further work being carried out as required if they were deemed necessary. The Neighbourhood Highways Team are updating their Snow Wardens list for West Devon. Councillors did not feel the need for a Snow Warden at this time. Councillors agreed to apply the following paragraph to future agenda?s. ?Residents are invited to give their views and question the Parish Council on issues on this agenda or raise issues for future consideration, at the discretion of the Chairman, during the public participation section of the Parish Council meeting. Members of the public may not take part in the Parish Council meeting itself.? Planning: Application for two storey rear extension at Coombe House, Exbourne was supported. However it was requested that a single material be used for the finish of the external walls. Councillors supported an outline application to build a supervisory dwelling for Shilstone Farm Nursery, Exbourne provided there is a proven agriculture or horticultural need. Support was given to an application for the change of use of an agricultural building to dwelling house and associated operational development at Niases Farm, Jacobstowe. Also support was given to the felling of a conifer at Fir House, Exbourne. Councillors objected to an application from Risdon Farm, Jacobstowe for the installation of a 13.2kw ground mounted photovoltaic array. The council considered it represented industrialisation of agricultural land. An application for the erection of a two storey side/rear extension at Froggyport, Jacobstowe was deferred to the next meeting due to the lack of paperwork available. Budget: The budget for 2017/18 was discussed. It was unanimously agreed that funding requirement of £5151 will be met by a precept of £4976 and a Council Tax support grant allocation of £175. As a result, the band D Council Tax charge will be £22.54 which, allowing for an increase tax base, but reduced support grant, represents a 1.98% reduction compared to 2016/17. The next meeting will commence at 8 pm on Wednesday 29 March in Exbourne Village Hall. Location EX20 3RY

History Society - April 10
Hatherleigh
Hatherleigh History Society At the March meeting Brian Abell spoke to us about the ?History of the Abell Family in Hatherleigh?. It was interesting to hear that the first mention was made in 1641-42 when Henry Abell made a declaration of loyalty to Charles 1st in front of the Rector, Henry who was a Churchwarden was one of the 200 men in the parish to swear an oath of allegiance. Many familiar family names cropped up in the union of marriages with the Abell`s, Ellacott`s, Bowden`s Luxton`s to name a few. Living in a two bedroomed house in Buddle Lane and one of ten children, Brian`s grandfather who became a wheelwright, lived in Hatherleigh until his death in 1922. An account by a great uncle, also one of the ten children, told of the life of a young boy who from the age of eight worked on the farms around Hatherleigh, through his apprenticeship then working as a glazier and painter in America, meeting up with other Hatherleigh people who had moved to Canada some years before and onto a very successful working life in Exmouth as a builder. There was certainly plenty in these stories and the photographs that Brian brought along to keep our members and visitors interested in this family history. The next meeting is on 10th April in Old Schools when the President of `The Devonshire Association`, Dr Todd Gray, will be speaking about ?Elizabethan Insults in Devon?. Monica Jones 01837 811293. Bellringers AGM - April 12

Hatherleigh Church Bellringers NOTICE OF THE AGM OF THE CHURCH BELLRINGERS- 12th APRIL 2017, 8PM at TALLY HO! HATHERLEIGH For those of you who like to hear the bells you may have noticed, owing to a shortage of ringers, they have been absent of late, particularly on Sundays. We have a good team of ringers at Hatherleigh but due to other commitments, illness and distances needed to be travelled to ring we are currently struggling to get enough to ring regularly. As with everything in Town we are very keen to find new recruits. It is a mystery to me how the towns population keeps growing yet all the clubs and groups are struggling for numbers. We are a friendly encouraging bunch who enjoy the social side of ringing as much as ringing. If you have every thought about giving it ago we would welcome you to the tower, full tuition will be given. Similarly if you have rung before we would love to see you. All ages (10+) and abilities catered for, you don't need to be strong and you don't need to be musical. Practices are held on Wednesday evenings 7.30-9pm. Please make contact with me first on either 07870307441 or mark@mwjoinery.co.uk to check practice is on or for more information. Please don't leave it others, GET INVOLVED, without you the bells may stop. Mark Wonnacott Tower Captain. Location EX20 3JN

Meeth Guild In March, we welcomed fundraisers, Zoe and Josh, from Little Bridge House Children's Hospice to our meeting. It was interesting to hear more about their work and also the various ways in which we can help and support them in this vital work. They need to raise in excess of £7million annually to fund their 3 Hospices in the South west. Next month, on Wed 19th, we plan to visit Hartland Abbey and gardens. We have welcomed some new residents to Meeth recently, any ladies wishing to join our small but friendly group should contact Hazel on 01837810427. Location EX20 3EP
